Abigail Quest, the people won't talk to me?

I recently picked up the Abiligail quest and I'm at Docktown and they won't talk to me, I've worn all my gear with persuasion, mind and personality boosts and nothing. They keep saying they don't know who Abilgail is. Help.

    Marine requires Persuasion of at least 120 and Mind Magic of 100. Albina requires the same and so does Sofia. They all also require that you have in your inventory the letters of advice that Abigail gave you.
