Pirates and Doubloons Chests
I have been picking up pirates chests throughout the expansion but I can’t find the place where you can open them. Typically it would be Kinzo on haven who opens them but that doesn’t seem to be the case. I may have found it in the past because I somehow had 1500 coins taking up inventory space but can’t remember where.

Lockpick Louie but I can't tell you where to find him. It's been too long.
Lockpick Louis can be found in the Thieves Guid on the Rooftops of Fort Detritus. I tried taking Pirate chests to him but he doesn’t offer to open them.
Thanks for listing his location.
He will only open if you have just one in your inventory and more than 500 gold. Try dropping the others. Do them one at a time.
What he gives you will be random.
Thanks for the help @Catacomber and @rpggamerfan I tried the thieves guild several times but I already had quite a few chests, so I wouldn’t have figured it out otherwise. I opened the normal pirates chests at the thieves guild and the gold text pirates chests in the Albion locksmith in Celtic rift because Louis doesn’t take them. As for doubloons I will just treat it as a random misc. item that is kept at the end of the expansion.
