She's encased in stone at the mo until you free her. : )
She's also invisible unless you spoke to the Glacial Mage and got her revealing scroll.
Do you have the quest Restore the Tree of Life for the Glacial Mage? She tells you to find that witch. You'll need the revealing scroll the Glacial Mage gives you to find her.
If you have a revealing scroll step on some green grass near some brown walls in the middle west of the Great Froth Ridge.
