You have to find the blue statue of the Leggendary Garuda in the middle of that level and give him four key pieces. He'll send you to where Al-Ghayra is. I can see from your map, you've been to where th Legendary Garuda is.

How do I kill him? I’m assuming that’s how I get the throwing weapon for Mikey
The quest description tells you how to kill him. You need the Flute of Rapture.
I have the flute but he kills me with one hit every time.
Cast Stone Skin and Resist Magic and wait until you're stronger if that doesn't work. If you equip the flute and can't kill him, you aren't strong enough to fight him.
