How to access the Hermit in Wiggan's and 3'rd Barrier in Lady Lotti's Chamber?

I am trying to get the Pictish weapon the actual way instead of buying it from Phredd. How do I talk to the Hermit? The whole mountain Area is blocked. Also, I am in the last Barrier at Lady Lotti's Chamber, but I am unable to remove it. Do I have to progress on other quests?

    In Lady Lott's chambers, you need the Scepter of Love. Hit it with that.

    In the mountain area, look for secret switches.
